For Better Education: Support Services for Students with Disabilities

    On November 10, the Disability Student Support Team hosted an on-campus event called “Together, Onbit Day” as part of its mandatory education program on disability awareness. The event featured a special lecture and performance by Shin Won-hee, a violinist affiliated with the Korean Visually Impaired Women’s Association, giving students the opportunity to hear her story and music. Participants attended the lecture while enjoying refreshments and learning about how to cultivate a more inclusive campus culture for students with disabilities.

To commemorate this event, we explored what kinds of services our university provides to ensure equal access to education for students with disabilities. The Disability Student Support Center, located on the first floor of Sungsin Hall within the Student Support Team, is responsible for overseeing all support services. Students may inquire or apply for services via phone (02-920-7013) or email (ables@sungshin.ac.kr).

First, in accordance with Article 6 of the Regulations on Support for Students with Disabilities, the center coordinates with related departments to offer priority course registration each semester. Students with disabilities may register for classes ahead of others, and a staff member can also assist by completing the registration on their behalf.
Second, before each exam period, the center sends notices to instructors to arrange testing accommodations for students who require support.
Third, the university operates a Disability Student Assistant Program. Assistants—recruited from students enrolled between their 2nd and 7th semesters—receive an hourly wage of 12,430 KRW, which is higher than the standard work-study rate. These assistants attend classes with students with disabilities and provide academic support such as note-taking and mobility assistance.

How do other universities support their students with disabilities? Are there services we might consider benchmarking?
Sookmyung Women's University offers a support assistant program similar to ours, but with additional features: assistants also accompany students during mealtimes, and the university hosts a variety of programs such as disability mentoring lectures, career exploration workshops, and employment and entrepreneurship seminars.
Ewha Womans University provides particularly notable library services. One such service is a “loan delivery system,” allowing students with disabilities to request book loans via phone or mail. Books can be delivered to a designated location on campus, and returns can also be processed via delivery. Although off-campus deliveries incur a fee, the convenience is significant. In addition, disabled students are granted extended borrowing periods—20 books for 30 days for undergraduates, and 20 books for 60 days for graduate students—and are eligible for special scholarships funded by external sponsors such as SsangYong, Hyomyung, and the Asan Foundation, with awards of up to full tuition.

Meanwhile, our university’s Disability Student Support Center will host a career mentoring session on November 21 from 18:30 to 20:30, featuring Noh Hee-ji, Korea’s first speech-based anchor with hearing impairment. The event is open to both students with disabilities and non-disabled students.

By learning from other universities’ practices and participating in our school’s disability-related programs, we can help foster an environment where every student receives equal educational opportunities. Let us all work together to ensure that Sungshin Women’s University continues to grow as an institution where fairness and equal access to education are upheld for everyone.

더 나은 교육을 위하여: 장애학생 지원에 대해 

 지난 11월 10일, 장애학생지원팀에서 법정의무교육의 일환으로 ‘함께, 온빛 DAY’라는 교내 행사를 개최하였다. 이번 행사에는 특별히 한국시각장애인여성연합회에 소속되어있는 바이올리니스트 신원희 씨를 초대하여, 특강과 함께 연주를 들을 수 있는 기회를 학생들에게 선물하였다. 학생들은 특강에 참여하며, 간식과 함께 장애학생과 공존하는 캠퍼스 문화 형성에 대해 강의를 들을 수 있었다. 이런 행사가 열린 것을 기념하며, 우리 학교 내에서 장애학생이 교육의 평등을 위해 어떠한 서비스를 제공받고 있는 지 다음과 같이 알아보았다. 

 우선 장애학생 지원서비스는 ‘장애학생지원센터’에서 전적으로 담당하고 있는데, 해당 센터는 성신관 1층 학생지원팀에 위치해있다. 전화번호는 02-920-7013, 이메일로는 ables@ sungshin.ac.kr로 문의를 하거나 장애학생이 받을 수 있는 서비스를 신청할 수 있다. 우선 장애학생지원센터는 첫 번째로, 「장애학생 지원에 관한 규정」제6조에 근거하여 관련 부서의 협조를 통해 매 학기 본 수강신청 전 장애학생에게 우선적으로 수강신청을 할 수 있는 서비스를 제공하고 있다. 장애학생은 우선적으로 수강신청을 할 수 있으며, 센터의 관계자가 대리로 수강신청을 해준다. 둘째, 매 학기 시험기간 시작 전 시험편의지원이 필요로 하는 장애학생에 한하여 교과목 담당 교·강사에게 시험편의지원을 요청하는 안내문 발송한다. 셋째, 장애학생 도우미 제도를 실시한다. 교내에서 2-7학기에 재학하고 있는 학생들 중에 모집하며, 시급으로 12,430원을 지급한다. 원래 교내에서 행하는 근로장학금은 시급으로 최저 시급을 주는 것이 원칙이지만, 장애학생 도우미는 예외적으로 더 높은 시급을 준다. 이들은 장애학생과 함께 수업을 들으며 그들의 학업지원을 위한 대필, 이동지원을 맡아 일한다. 한편, 다른 대학교들은 어떠한 장애학생 지원 서비스를 실시하고 있을까？이 중에서 우리가 벤치마킹할만할 서비스가 있을까? 

 우선 숙명여자대학교는 우리 대학교와 비슷하게 ‘장애학생 도우미‘ 제도를 실시하고 있지만, 단순히 필기와 이동만을 지원하는 것과 다르게 장애학생이 식사할 때도 도우미를 대동할 수 있게 지원하고 있다. 또한 장애학생 멘토 특강, 진로탐색 워크숍, 경력개발 특강, 취업특강 등을 지원하는 등 장애학생의 취업과 창업에 도움을 주는 프로그램을 다양하게 개최하고 있었다. 또 다른 대학교로는 이화여자대학교의 장애 학생 지원서비스가 있다. 

 이화여자대학교는 중앙도서관 이용에 있어서 상당히 특이한 서비스를 제공한다. 바로 ’대출 배달 지원‘인데, 만약 장애학생이 교내에서 대출을 받고자 한다면 전화와 우편으로 배달을 신청할 수 있다. 다만, 교외로 대출을 하고자 할 경우에는 비용을 지불해야한다. 약속한 장소에서 본인이 원하는 책을 배달받을 수 있고, 반납 또한 배송을 통해 반납할 수 있다. 또한 비장애인 학생들에 비해 ’학부생 20책 30일, 대학원생 20책 60일‘이라는 긴 대출기간을 보장받을 수 있다. 또한 쌍용이라는 회사와 효명, 아산재단 등에게서 후원을 받아 장애학생만이 받을 수 있는 특별한 장학금 제도를 실시하고 있다. 장학금 제도에 따라 최대 등록금 전액을 장학금으로 받을 수 있다. 

 한편, 교내 장애학생지원센터는 11월 21일에 18:30-20:30까지 장애학생을 대상으로 진로 멘토링 강연을 진행한다. 국내 최초 구화 중심 청각장애인 앵커인 노희지 아나운서를 모시고, 강연을 진행하는데 비장애인 학생들도 등록하여 강연을 들을 수 있다. 다른 학교의 장애학생 지원 서비스도 참고하고, 교내에서 진행하는 다양한 장애학생 지원 행사에 관심을 가지며 우리학교가 모두에게 평등한 교육권이 보장되는 학교로 성장할 수 있도록 관심을 기울여야 할 것이다. 우리 모두가 성신여자대학교에서 평등하게 교육받고, 평등하게 기회를 가지도록 관심을 계속 기울여보자.
