A foreigner or overseas Korean who has graduated from a high school or has completed an equivalent kind of education

- *A person who holds the nationality of the 21 countries as announced by Minister of Justice must submit the additional documents, all of which must be confirmed by a Rep. of Korean consul in the corresponding country or a consul at the person's country's diplomatic mission in the Rep. of Korea.
